Alright i had to change some of the rules for sharingan but here's how they're going to work on this site.
To gain your sharingan you have to go through some tramatic trauma ICly or detailed in your history. This means you must go through a drama. This doesn't mean your daddy died by tripping and breaking his neck and you gained all power of the sharingan. This means you watched your family get brutally murdered infront of you then they beat you and left you for dead. That's traumatic. Something that burrows a memory in your mind that you can never forget. Something that gives you nightmares every night. Things you have to go to theropy for.

After you gain your sharingan tomoe 1, tomoe 2 must be gained through training. this means that you have to train your body. You don't train your sharingan, you train your body. Your sharingan cannot activate without your body meeting the requirments. This means you must have a training post of 1000 words every day for a week to go up to the next level. That means you have to have 7 training posts of 1000 words within a week's time or 7 of them a month. You must keep them in the same topic. Once you have that done an admin will approve it and you will gain your next stage in sharinga. You can put this in your history but you must have a 2000 word section of it on your history detailing how you went through training and how it activated.

To gain your third stage you have to go through battles. A sharingan can't evolve without you having gone through battles. The more battles you fight the stronger your sharingan gets and the more you're able to do. You have to go through a total of 5 battles in order to get to level 3 sharingan.
To gain your mangekyou sharingan you have to kill your best friend or go through something tragic. And by tragic i don't me My cat of five years died and i missed him and OMFG I GET MANGEKYOU NOW. No..you have to go through something that changes you. Something that removes something from your life permenatly. This means you have to witness something so horrifying...so terrible...that it changes you FOREVER. And no that doesn't mean walking in on your mom and jackie gleeson doing the nasty...although for me that'd do it.
Implants:
This way is for non uchiha's, If the eye has been transplanted a 5000 word training would have to be given. To have a transplant, they must have a medic that knows how to do Healing Ninjutsu.

Finally As Uchiha Are One Off The Strongest Clan's Due To There Kekki Genkai Uchiha. If your a Uchiha, you will not allowed to be a Jinchuriki. I'm only going to add one exception to this. This is if you get a bijuu before you activate your sharingan. Then once you do everything you need to activate your sharingan stages is doubled. IF you're willing to do the work, you're allowed to have it.

Ms User's Have A Limit To When They Go Blind, Obviously The Limit Is Decent, There is A Maximum Of 20 Times An Uchiha Can Use The Ms, As In The Series Itachi and Sasuke Both Started To Go Blind Yet Kakashi Is Not, Transplanted Sharingan Have a Limit Of 30 Times.

Sharingan
One Toemoe:
The first of the Sharingan's powers is being able to see the flow of chakra. The Sharingan can tell if a person is under a genjutsu because the person's chakra flow would be irregular.

Two Toemoe:
The Sharingan's second-most prominent ability grants the user an incredible clarity of perception, allowing them to easily recognize genjutsu and different forms of chakra, though not to the same extent as the Byakugan. This also allows the user to pick up on subtle details, enabling them to read lip movements or mimic something like pencil movements. As the Sharingan evolves, gaining more tomoe seals, this ability extends to being able to track fast-moving objects before finally giving some amount of predictive capabilities to the user. However, even though the user may be able to see an attack or know it is coming, their body may not have time to react.

Three Toemoe:
The Sharingan's third and most well-known ability is that it grants the user the ability to memorize any technique that he or she witnesses, apart from other Kekkei Genkai techniques. The user can memorize ninjutsu, genjutsu, and taijutsu with near perfect accuracy, allowing the user to use the techniques as their own but the technique has to be in your element range, or even modify them to create their own new techniques, much like Sasuke Uchiha's Lion Combo. In order to reproduce a copied jutsu, however, one must have the necessary skill or ability to perform them. A prime example is Rock Lee's brand of taijutsu. While Sasuke was able to copy some of Lee's moves, they put a much more significant strain on him since he hasn't trained nearly as much as Lee has. In addition to physical skill and kekkei genkai techniques, the Sharingan cannot reproduce jutsu dependent on other factors, such as summons that the user has not signed a contract with.

Mangekyo Toemoe:
The Sharingan's final commonly-used ability is capable of inducing a unique brand of hypnosis that involves suggesting actions and thoughts to the opponent through genjutsu cast by simple eye contact. More advanced Sharingan users can take the hypnosis ability even further to the point where a powerful summon like Manda or even the Nine-Tailed Fox may be controlled. When this was used against Manda and the Nine-Tailed Fox their eyes took on the tomoe pattern of the users' Sharingan while under hypnotic influence. The hypnotic ability coupled with the other aspects of the Sharingan, can make the user appear as if they can "see the future". First, the user must perfectly mimic every move their opponent makes and possibly their thoughts and words through careful observation. Then, they suggest an action to the opponent such as hand seals for a jutsu that the opponent and Sharingan user already know and copy that. With these things done, the user can complete the action even before the opponent does, possibly using the Sharingan's genjutsu to confuse or delay them. As with other genjutsu, genjutsu cast by the Sharingan are capable of putting an opponent to sleep, inducing paralysis, replaying memories to someone else, or creating various illusions to deceive someone. The potency of the Sharingan's illusion is dependent on the user's knowledge and skill with implementing genjutsu. In addition to these commonly used techniques, the Sharingan allows the user to perform the genjutsu Izanagi. Using Izanagi, the user can warp reality for a short amount of time, changing reality into illusion and illusion into reality. However, this technique has been dubbed kinjutsu, because use of it causes the user to go blind in the eye that performed Izanagi.
